barometer of economic progress and social justice. Today Housing means
comfortable shelter with adequate amenities with healthy and friendly
environment and surroundings.
Housing Co-operatives are legally established
associations which are owned and democratically controlled by their members for
primary purpose of improving their living condition. Democratic control by
residents, open and voluntary membership, limited return on membership
investment, the expansion of services beyond merely the supply of housing to
the provision of wide range of community services, and a strong emphasis on self
help and Co-operative action are the basic characteristics of Housing
Co-operatives. They provide not only homes but also a mechanism to bring
essential services to the community. The Housing Co-operatives have contributed
to National Development through Housing Development, not only quantitative but
also qualitative terms.
